Dear Mr. Gannis:
This letter is in response to your letter dated September 13, 1993, requesting further information regarding the Perry Nuclear Power Plant. Specifically, you requested the volume of airborne radioactive effluents released by Perry.
You also requested that, if this information was not available, the staff estimate the volume.
From what I was able to determine the NRC does not maintain any records of the volume of the airborne radioactive effluents from Perry because this data is not necessary to determine whether Perry is complying with the release limits established to protect the health of the public.
In addition, I do not feel that I could provide you with even a remotely accurate estimate of the volume without expending an excessive number of man-hours in research. However, because you are concerned with the releases of radioactive materials from Perry, I would like to address your question in terms of the releases from Perry versus the regulatory limits.
Historical'i. the releases from Perry have been only a small percentage of the design 115.% established in Appendix I to Part 50 of Title 10 of the Code of Federal Regulations (10 CFR 50), Numerical Guides for Design Objectives and Limiting Conditions for Operation to Meet the Criterion "As Low as is Reasonably Achievable" for Radioactive Material in Light-Water-Cooled Nuclear Power Reactor Effluents. The limits in Appendix I are, in turn, significantly lower than the natural background dose (approximately 0.1 REM per year) or the dose limits specified in 10 CFR 20 (0.5 REM per year - whole body).
Therefore, there should be no measurable radiological impact on members of the public from the routine operation of the plant.
I will continue to be available to discuss with you the technical aspects of any issues associated with Perry. However, future information requests, such as the retrieval of reports available in the PDRs, should be directed to one of the PDRs rather than to the technical staff.
