Ms. E. G. Adensam, Chief Licensing Branch No. 4 Division of Licensing Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, DC 20555 i

Dear Ms. Adensam:

Subject:

NUCLEAR PROJECT NO. 1 ASME SECTION III, DIV. 2 ADDENDA AND CODE CASE APPROVAL In accordance with the NRC's published intent to incorporate by reference into 10CFR50.55a the requirements of ASME Section III, Division 2 (47 FR 15801), and in accordance with Footnote 6 to 10CFR50.55a requiring NRR approval of code case usage, the Supply System requests approval for the following as they relate to the WNP-1 Containment shell:

A.

Code Case N-232 This code case permits the termination of reinforcing bars in areas of biaxial tension, when not required to develop section strength, without the use of hooks, bends or positive mechanical anchorage.

3 The rebar development length, however, must be increased by at least 25% over that permitted for uniaxial loading.

B.

Use of Arti, cle CC-3422.1 of Section III, Div. 2,1977 Winter Addenda The concrete shell of the WNP-1 Containment is designed to the 1975 l

Edition through the 1976 Winter Addenda.

Provisions of Article CC-3422.1 of the 1977 Winter Addenda are used that require for all load cases that include primary loads plus thermal effects under the factored load conditions, the net calculated strains in any reinforcing bar shall not exceed 2 x f.y The 1975 edition permits reinforcing bar yielding when thermal loads are included in the factored load conditions.

The 1977 Winter Addenda establishes the limit on reinforcing steel yielding when thermal loads are included in the factored load condition.

Use of Article CC-3432.1 of Section III, Div. 2,1979 l

Provisions of Article CC-3432.1 of the 1979 Summer Addenda are to be used, which provide that for the test load condition the allowable average tensile stress of.5 f in the reinforcing steel may be y

increased by 50%.

The 1975 Edition provides for a 33-1/3% increase.

The-50% increase allows for an increase in the temperature gradient during the structural integrity test providing for increased flexibility in the timing of the test.

4 Very truly yours, Ne c '
