CLOSEOUT OF CONFlRMATORY ACTION LETTER 1-93-020 I have received your letter dated November 18,1993, requesting release from your commitment to maintain the Beaver Valley Unit 2 plant in the Cold Shutdown Mode as delineated in Confirmatory Action Letter (CAL) 1-93-020.
CAL 1-93-020 was provided to you on November 9,1993, to confirm your actions and agreement to: (1) quarantine the relays, which may have caused the failure of the emergency diesel generator sequencers, until the arrival of the Augmented Inspection Team (AIT); and, (2) maintain Beaver Valley Unit 2 in the Cold Shutdown Mode.
On November 19, 1993, Charles L. Miller, Deputy Director, Division of Reactor Safety, notified Kenneth C. Halliday, Director, Electrical Engineering Section, of the NRC's determination that you have adequately met the commitments of CAL l-93-020, and that I had authorized, after consultation with NRC Headquarters staff, for Beaver Valley Unit 2 to change operational modes. The NRC's determination was based on the completed actions and tests, which demonstrated with reasonable assurance that both emergency diesel generator sequencers are operable and reliable, and on the independent assessments and recommendations made by the AIT.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC Public Document Room.
