SCHEDULE FOR PUBLICATION OF THE STAFF'S FINAL SAFETY EVALUATION REPORT (FSER) FOR THE ELECTRIC POWER RESEARCH INSTITUTE (EPRI)

REQUIREMENTS DOCUMENT FOR PASSIVE PLANT DESIGNS This is in response to your letter dated October 19, 1993, which requested that the staff provide milestones for the resolution of issues for the EPRI Requirements Document for passive plant designs. The staff intends to publish its FSER after it receives the letter from the Advisory Committee on Reactor Safeguards (ACRS), which is scheduled for issuance in December 1993. The FSER will include appropriate changes in response to any ACRS comments. The FSER will also include the changes directed by the Commission in the staff requirements memorandum (SRM) dated July 21, 1993, concerning the technical positions proposed by the staff in SECY-93-087, " Policy, Technical, and Licensing Issues Pertaining to Evolutionary and Advanced Light-Water Reactor (ALWR) Designs." The staff will include many of the points of clarification noted in your letter dated October 19, 1993, in order to make the FSER consistent with the passive Requirements Document, through Revision 5.

It is also possible that the Commission papers on the regulatory treatment of non-safety systems (RTNSS), source term, and emergency planning will be included in the FSER; however, the staff recognizes that the Commission will not have issued the SRM on several issues such as source term and RTNSS. Thus, there is some risk that the technical positions on some issues in the FSER may be subsequently modified by the Commission, but we see value in not delaying for an indeterminate length of time until final guidance is forthcoming.

If necessary, the staff will issue a supplement to the FSER to address comments by the ACRS or additional guidance by the Commission.

The staff concludes that its review of the EPRI Requirements Document is largely complete, with the exception of continued interaction in the future on specific, focused, technical areas.
