Review of Report: WCAP-13864 [Non-Proprietary] Entitled " Rod Control System Evaluation Program"

Dear Mr. Walsh:

The purpose of this letter is to acknowledge receipt of your letter of j

October 5,1993, transmitting WCAP-13864, " Rod Control System Evaluation Program," dated September 24, 1993, and to inform you that a formal review by the Nuclear Regulatory Commission (NRC) will-be necessary. We will report i

our results in an Safety Evaluation Report and you will be charged fees for the review of this document.

On June 21, In93, the NRC issued Generic Letter (GL) 93-04, " Rod Control System Failure and Withdrawal of Rod Control Cluster Assemblies,10 CFR 50.54(f)."

It requires that each addressee provide an assessment of whether or not the licensing basis for each facility is still satisfied with regard to the requirements for system response to a single failure in the Rod Control System (General Design Criterion {GDC} 25 or equivalent) in light of the Salem j

event.

The Westinghouse Owners Group (WOG) undertook a program to support the licensees' responses to the Generic Letter.

WCAP-13864 provides the WOG technical documentation and results of the rod control system testing program sponsored by the WOG.

In addition, the WCAP provides technical documentation of the results of the rod control survey and failure assessment of the rod control system logic cabinet current orders.

The program is referred to by nearly all licensees in their responses to GL 93-04.

The conclusions of the WOG program were presented to the NRC in a meeting on September 13, 1993.

The Owners Group conclusion of the overall WOG program was that GDC 25 continues to be met. The WOG however, recommended two options to enhance reliability.

Option A consists of new current order surveillance and current order timing changes. Option B consists of the new current order surveillance and new safety analyses.

As documented in the meeting minutes the staff stated that: 1) the failure rate data and system data provided by the WOG do not demonstrate compliance i

with GDC 25, 2) the reliability enhancement options are a reasonable approach i

to resolution, and 3) any licensee stating that they meet GDC 25 without adopting one of the enhancement options will need to provide substantial 002066 k

In addition to describing the WOG Program and the results of the program, WCAP 13864 describes the new current order surveillance.

On this basis our review of this report is necessary.

l We intend to initiate our review by November 29, 1993, and we expect to be completed around the end of the first quarter of 1994.
