DOE is requesting an amendment to NRC Certificate of Compliance 6678 to allow a one-time shipment of 10 LP-50 containers from the UK~ Ministry of Defense to DOE, The proposed-shipment will take place.no later than November 30, 1990.
The containers were
- initially loaded between May 26, 1989 and August 16, 1989;
. therefore,-On the proposed shipment date of November 30, 1990, the containers will have been loaded for 15 to 18 months.
This
- is in excess of the 12-month pre-shipment time limit specified in
~ the Safety Analysis Report for Packaging (SARP).
- The pre-shipment. time limit was specified in the SARP in order to prevent excessiveLpressure buildup in the container after 1
H sealing.: However, the' calculated internal pressures of the LP-50 L
- containers on November 30, 1990.w111.be less than 60% of the maximum-permitted initial loading prassure of 1200 Torr.

behavior, shielding, containment; criticality, operating procedures, acceptance tests and-maintenance programs, or quality assurance.
w DOE-concludes that the proposed amendment-meets the requirements-of 10'CFR'71.
