Extension of Completion Date for Replacement of Effluent Monitoring System In the latest Systematic Assessment of Licensee Performance (SALP) report for Fort Calhoun Station (Reference 2), the NRC included a recommendation that Omaha Public Power District (0 PPD) management should resolve the unreliable performance of the effluent monitors.
In the Reference 3 response, OPPD noted that a major modification to completely repl ace the effluent monitoring system was in progress, and that this modification was to be completed during the 1993 Refueling Outage.
The installation of this modification (MR-FC-84-155) has proven to be more time consuming than originally projected.
Resolution of unanticipated hardware problems and completion of additional tasks such as procedure upgrades have been necessary to achieve acceptable levels of performance and reliability for the new system. Two out of four phases of the project were done prior to the beginning of the refueling outage; however, the remaining tasks cannot be completed on the original schedule without negatively impacting budgetary and personnel resources.
For the reasons noted above, OPPD has extended the project completion date for replacement of the effluent monitoring system to July 1,1994. This revised date has been discussed with the site Resident Inspector.
The revised installation schedule provides for replacement of high maintenance monitors on a priority basis. OPPD continues to maintain operability of old monitors until replacement.
