Periodic Updating of Final Safety Analysis Reports (FSAR's)

Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Eisenhut:

Rule 50.71(e) requires Nebraska Public Power District to submit an Updated Final Safety Analysis Report (USAR) for Cooper Nuclear Station within 24 months of July 22, 1980 (the effective date of the rule).

Stone and Webster Engineering Corporation was contracted to perform this work commencing July 1980. This required incorporating all available written information (i.e. design changes, docketed information, etc.) into the USAR. This effort was essentially complete March 1982.

To date appropriate District personnel have reviewed in detail and revised appi ximately 50% of this draft USAR and two important facts have become evident:

1.

A very careful review by personnel with direct experience in the operation of CNS has resulted in subtle revisions to the USAR which more accurately reflect the integrated operation of the station. This type of information would not find its way into the USAR if only contractor personnel performed the review. There was no operational experience with CNS available when the original FSAR was written.

Experienced District personnel with years of operational knowledge have devoted the majority of their time over the past year to TML related items deemed directly important to safety.

2.

A full review of the draft USAR by all District personnel involved in the technical support of CNS can result in valuable training which might never be achieved at a later date.

Mr. D. G. Eisenhut July 16, 1982 Page 2 The District could su!mit a USAR at this time without the complete benefits of the above two items; however, it is felt that this effort would be negated by the extensive revision which would be necessary in January 1983.

For this reason, the District intends to submit the completed USAR approxi-mately December 30, 1982.

If the staff does not concur with this approach, please advise and the USAR will be printed and promptly submitted.
