Dear Mr. Gilchrist:

I am responding to your letter of October 14, 1993, to the Chairman.

In your letter, you take issue with the contents of SECY-93-207 and its conclusions regarding the efficiency of separating the Uranium Recovery Field Office's functions between Region IV and Headquarters. Although I disagree with some of the statements in your letter, I appreciate your views.

I recognize that there may be difficulties involved with meeting the schedules to terminate licenses within the next seven to ten years.

However, the Comission's decision on this issue is final, so I consider it best to move on from the wisdom of the decision to address the best way to implement it.

The Commission is sensitive to the concerns of the uranium recovery industry, and is particularly interested in managing the transition effectively. To that end, I am concerned about your dissatisfaction with our plans to have both NRC licensing staff and inspectors travel to better understand your sites. NRC has scheduled a variety of special activities to ease the transition and many of them involve staff travel.

For example, as you know, NRC has initiated meetings with industry and other interested parties about every 2 months to discuss how we may make the transition most effective.

In addition, I am prepared to support bimonthly meetings, in Region IV, of all NRC uranium recovery staff to ensure good internal communication. NRC could devote a portion of these sessions to direct meetings with interested licensees. Because of your concerns with the costs of travel, I would very 1

much appreciate your views on whether you consider that such meetings would be cost-effective. You or your representative might wish to comment on this subject at the next transition meeting, scheduled for November 18.

You are also aware that NRC is committed to look for ways to reduce the impact l

of our regulations on mill licensees, while continuing to meet our regulatory responsibilities. To that end, we will be discussing, at the November-18 meeting, generic license conditions intended to reduce the number of amendments that mill licensees must request. At the last meeting, Mr. Ferdinand committed that the American Mining Congress would propose I
