This refers to the results of an announced electrical distribution system safety inspection

conducted by Mr. L. Scholl from September 20,1993 to September 24,1993, at James A.

FitzPatrick Nuclear Power Plant, Scriba, New York. A summary of the inspection findings

was presented to members of your staff at the conclusion of the mspection.

This inspection was directed toward areas important to public health and safety. Areas

examined during the inspection are described in the NRC Region I inspection report, which

j

is enclosed with this letter. Within these areas, the inspection consisted of observation of

j

- activities, interviews with personnel, and document reviews.

The inspector found that NYPA's review and response to electrical system deficiencies _

f

identi6ed at other plants was generally good. During our review of your evaluation.of the

!

ability of the emergency diesel generator ventilation system to withstand the effects of a

!

i

tornado, we identi6ed an apparent weakness in the area of operability determinations. We

.

'

request you review this issue and take appropriate actions to address this concern.
