This letter constitutes an interim report to the subject de-ficiency initially reported to the Commission as a potentially reportable deficiency under the requirement of 10CFR50.55(e).

As stated in our previous report, QA-1768, dated May 17, 1982, Kerotest packless diaphragm seal valves, 2" and smaller, are utilized in various essential systems throughout the Zimmer plant, including the Reactor Recirculation, Nuclear Boiler and Residual Heat Removal Systems. During preoperational testing of these valves, it was noted on CG6E Nonconformance Report #0-NPD-82-1025E that some valves may appear to be open per indication of handwheel position, but are actually closed. This problem is attributed to that fact that the valve stem is not directly coupled to the disc, but rather utilizes a spring configuration. During certain conditions, the disc can become stuck on the seat and must be agitated manually in order to properly open.

The canse of this remains undetermined, however, it is believed to be a result of debris, corrosion or thermal expansion of the disc coupled with a relatively low differential pressure across the valve.

Because this condition could adversely affect the safety of operations, this condition is considered a reportable deficiency pursuant to 10CFR50. 55 (e).

The CG&E Nuclear Production Department is working on dispositioning the above noted NR to specify what corrective action is necessary. This action is expected to be completed by September 30, 1982, at which time a report will be submitted.

We trust the above will be found acceptable as an interim report under 10CFR50.55(e).
