ISSUANCE OF ENVIRONMENTAL SCOPING

SUMMARY

REPORT ASSOCIATED WITH THE STAFFS REVIEW OF THE SHINE MEDICAL TECHNOLOGIES, LLC OPERATING LICENSE APPLICATION (DOCKET NUMBER: 50-608)

Dear Dr. Piefer:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted a scoping process and solicited public comments regarding the environmental review for an operating license for the proposed SHINE Medical Isotope Production Facility from November 27, 2019 to January 13, 2020. The scoping process is the first step in the development of a supplement to NUREG-2183, Environmental Impact Statement for the Construction Permit for the SHINE Medical Radioisotope Production Facility, dated October 2015 (Agencywide Documents Access and Management System (ADAMS) (Accession No. ML15288A046).

As part of the scoping process, the NRC staff conducted a public scoping meeting in Janesville, Wisconsin on December 12, 2019, to solicit public input regarding the scope of the environmental review. The NRC staff also received written comments by letter, e-mail, and through www.Regulations.gov. At the conclusion of the scoping process, the NRC staff prepared the enclosed environmental scoping summary report. In accordance with Section 51.29(b) of Title 10 of the Code of Federal Regulations, the staff will send a copy of the scoping summary report to all participants in the scoping process.

A transcript of the public scoping meeting is available for public inspection via the NRCs ADAMS from any personal or public computer, including the NRC Public Document Room (PDR), located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852. The ADAMS Public Electronic Reading Room is accessible at http://www.nrc.gov/reading-rm/adams.html. The transcript for the public scoping meeting is listed under ADAMS Accession No. ML20010D170. Persons who encounter problems in accessing documents in ADAMS should contact the NRC's PDR reference staff by telephone at 1-800-397-4209 or 301-415-4737 or via e-mail at pdr.resource@nrc.gov.

Dr. Piefer In the interim, should you have any questions regarding the scoping meeting, please contact the NRCs Senior Environmental Project Manager, Ms. Jennifer Davis, at 301-415-3835 or via e-mail at Jennifer.Davis@nrc.gov.
