INITIAL REVIEW 0F ADVANCED NUCLEAR FUELS CORPORATION'S (ANF)'
FINANCIAL ASSURANCE SUBMITTAL DATED' JULY 19, 1990 In the subject submittal, ANF provided a decommissioning funding plan (DFP) using the parent company guarantee method as the' financial assurance mechanism for decommissioning.
I have completed an initial review and find'that the DFP l
largely conforms with the recommended wording in Regulatory Guide.3.66 with the exception of the financial test and the Price.Waterhouse au'dit report on the consolidated financial statements for Seimens Corporation, the parent i
company.
Furthermore, it is iny understanding that the Office of General Counsel has concluded that Siemens Corporation's commercial paper program does l
not meet the intent of the financial test provisions in Appendix A of 10 CFR t.
Part 30.
Therefore, I am enclosing a copy of the subject submittal for l
contractor assistance in these areas.
