Dear Dr. Soong:

- Massachusetts Institute of Technology hereby requests renewal of SNM-986 - to continue authorized possession of the materials presently covered under that license.

In view of the fact that the supporting material for this license was completely reorganized and reviewed with the most recent renewal five years ago, we elect to l

specifically reference that application dated July 13,

1984, leading to the original renewal license dated November 13, 1985.

We also reference the amendment request dated March 27,

1986, requesting certain corrections.in the renewal. license, and leading to amendment no.

1, dated May 14, 1986.

We also reference the amendment request dated November 4,-1987, leading to amendment no.

2, dated December 2, 1 9 8 7,- adding 2 mg:of U-233 to the license.

l Following are specific changes-in _the above referenced application (7/13/84) that will update the original material to i

current circumstances:

specified in 3/27/86 amendment request.

chapter 1, section 1.4 - update nuclides and possession limits.to those listed in current license to reflect changes since 1984 application.

chapter 7 - Decommissioning Plan In addition to the original statement on decommissioning, we also call attention to the fact that this' license 1 restricts the use of-l the bulk of the material involved to the restricted areas associated with the MIT~ Reactor.

US Nuclear Regulatory Commission License Number SNM-986 Page 2 decontamination was filed for the MIT Reactor earlier this year, and since that plan automatically covers the bulk of the activity covered by this license, we contend that the remaining activity under this license either is covered by the $750,000 financial assurance provided for the MIT campus where this material may be used, or is low enough to be exempt from financial assurance requirements (virtually all of the licensed activity that may be used campus wide is in sealed source or foil form).

Since the amount of material in this license is small compared to the R-37 Reactor license or the 20-01537-02 campus license, restoration of facilities and grounds to unrestricted use will be dominated by the decontamination and restoration required with the termination of those licenses, for which financial assurance has been provided.

Constantine B. Simonides, Secretary Part II, Chapter 11, Organization and Personnel, retirements have resulted in two changes in Reactor-personnel that are fully described in the Reactor R-37 license file.

Namely, John Bernard has been elevated to Director of Reactor Operations to replace-the retired Lincoln Clark Jr.;

Kwan Kwok has been. elevated to Superintendent of Reactor Operations, filling the vacancy created-by John Bernard's promotion; and Fred F. McWilliams, CHP, is the Reactor RPO, replacing the retired Edward Karaian.

In Appendix 5, the membership in the Reactor Safeguards Committee has changed only slightly in that E. Karaian has been replaced by F. McWilliams, and S.

Levin has retired, Kwan Kwok has-been added to the committee, Professor Kenneth Russell has replaced the retiring Professor Peter Griffith, and Dr. Alan Ducatman, now head l

of the Environmental Medical Service, has replaced Dr. William Ruth.

The other stipulations in the 1984 application plus the l

applications for the two amendments remain in effect, as do the current conditions of the license.

As in the past,.we claim
