WITHDRAWAL OF REQUEST FOR AMENDMENT HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 Public Service Electric and Gac Company (PSE&G) hereby withdrnus its request for amendment which would have revised the Hope Creek Generating Station Technical Specifications Sections 3.6.1.2 -
Primary Containment Leakage and 3.6.1.4 - MSIV Sealing System, Table 3.6.3 Primary Containment Isolation Valves, and associated Bases and Index pages.
PSE&G hereby also withdraws its request for specific exemptions from 10CFR50, Appendix J and from 10CFR100, Appendix A.
In letters dated April 3, 1991 and November 25, 1991, PSE&G, as the lead plant for a BWR Owners Group initiative associated with the resolution of NRC Generic Issue C-8, "MSIV Leakage and LCS Failure", submitted the above application for amendment and exemptions.
The submittal was supported by General Electric Company report, NEDC-31858P, Rev.
1.
However, since Hope Creek Generating Station's implementation of modifications to the MSIVs - which were proposed by the BWROG MSIV Leakage Subcommittee, PSE&G has enjoyed improved MSIV leakage test results.
These current low leakage rates, coupled with the cost of performing seismic adequacy walkdowns and of making plant and procedural changes associated with the requested amendment have made our previous cost / benefit evaluation of the amendment less attractive.
Therefore, we are withdrawing our requests for the subject amendment and exemptions pending further evaluation.
