Interim Report of 10CFR50.55(e) Item on Pipe Support Snubber Design Deficiency (#69)

Dear Mr. Keppler:

i On May 27, 1982, Detroit Edison's Mr. H.A. Waler, Supervisor-Construction Ouality Assurance, telephoned Mr. H. Wesco'.c of NRC Region III to report on a pipe support snubber design deficiency at the Fermi 2 site.

During an NRC inspection, Mr. I.T. Yin of the NRC, had noted a number of locations that snubbers were to be installed where they could not function properly. In sme instances, the movem2nt was not great enough for the snubber to lock-up, therefore, the snubber load would be transferred to j

the adjacent rigid supports causing possible over-stress. This would be j

a potential safety problem.

4 Engineering has developed a plan for evaluation of all snubber designs to l

ensure that the snubbers will adequately perform their intended purpose and i

are only utilized where needed. This plan has been. reviewed by the NRC and l

1s considered acceptable. The required evaluation is now being performed.
