Dear Sir:

Cancellation of Commitments Due to the permanent shutdown of the Trojan Nuclear Plant, Portland General Electric Company (PGE) is canceling several commitments that were made based on the assumption of continued operation.

These commitments are described on the attachment.

PGE is continuing to review commitments made to the Nuclear Regulatory Commission (NRC).

Additiona1 commitments identified that should be canceled or modified will be the subject of future correspondence.

Commitment i

In a letter dated February 28, 1992, PGE committed to make modifications to the Emergency Diesel Generator (EDG) l reliability program if necessary based on the resolution to j

Generic Issue B-56, "EDG Reliability".

l Current Action Trojan's EDG reliability program was developed to meet the requirements of 10 CFR 50.63, " Loss of all alternating current power".

Since Trojan's Operating-License has been amended tc a Possession Only License, the requirements of 10 CFR 50.63 do not apply to Trojan.

No further action will be taken.

B.

Commitment In a letter dated June 30, 1992, PGE committed to develop pump-specific curves for the component cooling water pumps to use as references for establishing inservice testing pump performance criteria.

Current Action Since Trojan's Operating License has been amended to a Possession Only License, the inservice testing requirements l

of 10 CFR 50.55a, " Codes and Standards", do not apply to Trojan.

This action, which supported Trojan's inservice testing program, will not be completed.

PGE has implemented an alternate periodic test program for the component cooling water pumps to ensure they remain available.

C.

Commitment In the response to a Notice of Violation dated March 16, 1992, PGE committed to repair 12 safety-related diaphragm valves that were identified as having missing parts'or signs of sert leakage.

In Licensee Event Report 91-37, " Failure to Comprehensively Test Manual Engineered Safety Features Actuation Functions and Process Radiation Monitor Due to Deficiency in 1

Surveillance Test Program" revision 1, PGE committed to i

develop surveillance procedures for calibration of the required flow instruments associated with the Containment Process and Effluent Radioactivity Monitor (PERM-1)..

Current Action These flow control instruments provide isokinetic flow for the particulate (PERM-1A) and iodine (PERM-1B) channels of PERM-1.

There are no Technical Specification surveillance requirements for these channels of PERM-1 while defueled; j

therefore, calibration of these PERM-1 channels will ne l

accomplished using work instructions as part of the Preventive Maintenance program.

In a Special Report dated April 20, 1992, PGE identified

.l twenty one penetration fire barriers that were functional but should be replaced.

PGE committed to replace these barriers by the end of-1993.

i Current Action l

I Fourteen of the barriers have been replaced.

Three barriers.

l are no longer classified as fire barriers and will not be-replaced.

The four remaining barriers are functional based i

on the in-place _ fire hazards and will not be replaced.

To Personnel Errors in Barrier Design and A Deficient Seal j

Repair Procedure," PGE committed to inspect cable spreading room ceiling seals to identify seal repairs that were not l

full depth.

An hourly fire watch patrol was established in the cable spreading room pending completion of the 4

inspection.

Current Action This action has been reevaluated and was determined to be unnecessary.

Cable spreading room seals with deficiencies similar to the one described in the Licensee Event Report would be capable of withstanding a fire resulting from the available combustible loading.

Commitment In a telephone call on June 11, 1992, PGE committed to provide an end of cycle chemistry report to the NRC.

Repair Procedure" revision 1, PGE committed to install a fire damper in the duct penetrating Fire Barrier A-093-09.

Current Action f

f The Fire Protection Plan was revised on September 30, 1993.

A-093-09 is no longer classified as a Fire Barrier; therefore, the fire damper will not be installed.
