SUBJECT: NRC INSPECTION REPORT 50-382/93-28
This refers to the inspection conducted by Dr. D. Blair Spitzberg,
Mr. Wesley L. Holley, and other members of an NRC team during the period
.
October 25-28, 1993. The inspection included a review of activities
.
authorized for your Waterford-3 Generating Station. At the conclusion of the
!
inspection, the findings were discussed with those members of your staff
..
identified in the enclosed report.
-
Areas examined included the implementation of your emergency plan and
procedures during your annual emergency exercise. Within these areas, the
inspection consisted of selective examination of procedures and representative
'
records, interviews with personnel, and observations by the inspectors. The
'
inspection findings are documented in the enclosed inspection report.
.
Overall, the performance during the exercise was good, and your emergency
"
response staff demonstrated effective implementation of your emergency plan.
,
However, two weaknesses were identified as discussed in Sections 3.1 and 5.1
of the enclosed inspection report. The weaknesses related to issuance of
-
correct protective action recommendations and technical assessment of the
accident and the accident mitigation.
Exercise weaknesses according to 10 CFR Part 50, Appendix E.IV.F.5, are
inspection findings that need to be corrected by the licensee. You are
,
requested to provide this office with a description of your corrective
measures and your schedule for completing these actions within 30 days after
receipt of this letter.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
