SUMMARY

Scope:

This routine, unannounced inspection was conducted in the areas relative to.a l

shipment of irradiated reactor fuel:

advance notification; planning; intransit I

requirements; escorts; and radiation safety.

Results:

In the areas inspected, no violations were identified.

Inspection results indicated that the shipper (South Carolina Electric and Gas Company) and the carrier (Tri-State Motor Transit Company) were effective in _all aspects _

inspected except for the carrier not providing appropriate documents for the drivers / escorts as mentioned in paragraph 3d.

Background===

By letter dated September 13, 1990,_ Nuclear Assurance Corporation informed the Nuclear Regulatory Commission that Tri-State Motor Transit Company was an agent for South Carolina Electric and Gas Company's Virgil C. Summer Nuclear Station on an over the road shipment to Atomic Energy of Canada, Ltd, Chalk River Nuclear Labnratory, Chalk River, Ontorio. Canada.-

Transport of shipment began at the V.C. Summer Nuclear -Station,-

Jenkinsville, SC on September 25, 1990.

Planning The inspector verified that arrangements: had been made with local-law enforcement agencies along the route through North and South.

In-Transit Requirements The carrier had procedures for coping with safeguards emergencies and other circumstances that threaten deliberate damage to the shipment.

Interview of the drivers / escorts indicated that each individual was appropriately trained and familiar with their implementing procedures.

The carrier maintained a communication. center that.

monitored the progress of the spent-fuel shipment and could notify the appropriate agencies in the event of a safeguards. emergency.

The-drivers / escorts maintained a written log with information describing the shipment.

Escorts The drivers / escorts had completed the training required by 10 CFR 73, Appendix D and 49 CFR 177.825(d).

The drivers / escorts did not have in their imediate possession a certification of training as evidence of training.

Telephonic coordinat4n with Tri-State resulted in a l

These were provided the drivers / escorts.

The drivers / escorts also did not have. documentation that' authorized )

possession of the weapons on-hand 'or indicated.that they were appropriately trained / qualified in the use of the weapons.

This was also forwarded -via FAX to the drivers / escorts from Tri-State prior to the shipment departure.

Specific Requirements The inspector verified -that the transport vehicle was occupied by a

driver and escort while in transit through Region II. ~An armed member of the state local law enforcement-agency did provide escort through the states of North Carolina'and Virginia.

The escorts'had l

'the capability of communications with the communication center and l

local-. law enforcement ~ agencies via cellular telephone, CB radio and l-computer-radio.

The transport was equipped with features that 1.

immobilize the transport vehicle and transmitted a duress code when-activated.

The transport vehicle driver's were familiar with,- and capable of implementing transport. vehicle immobilization, comunications, and other security procedures.

3 Radiation surveys were performed on the outer surfaces of the sh), 'ng container by the shipper and inspector.

Radiation levels were noted to be within regulatory requirements.

Prior to the truck departing V. C. Summer Nuclear Station, appropriate radiation placards were affixed to the container and trailer.

There were no violations of regulatory requirements identified in this area.

Exit Interview Da to the nature of the inspection, no formal exit interview was held.

The results of the inspection were discussed by telephone with the G. Jackson, Project Engineer, Nuclear Assurance Corporation.

Dissenting comments were not received from the licensee.
