Dear Mr. Hannon:

i Your letter of November 9, 1993 (in response to my letter of September 20th) has served to reassure me that, finally, the NRC has taken note of the poor operating procedures at the Perry Nuclear Power Plant, Unit I.

reenforced your outline of needed action to correct the

performance level at this facility, through the publication of I

the " Perry Course of Action". The projected actions stated in l

this 60-page assessment should do much to bring this Plant i

on-line through the course of the next several months..

It is to be hoped that the NRC will not waver'in its close supervision of the management'and employees at Perry, thus alleviating the years of benign neglect and incompetence which

[

have plagued this facility. The highest level of operational i

integrity must be demanded by the NRC to compensate for years l

of sloppy management and patronizing explanations of repeated costly breakdowns. A mindset of indifference appears to be j

firmly in place, but perhaps we'll see a positive turnaround i

now that the NRC has been alerted to the disturbing level of incompetence at Perry.

I will continue to follow events at this Plant as improvementF are put in place.
