Dear Gnalrman Carr:

I have been directeo ey the Board of Selectmen to contact the Nuclear Regulatory Commission. Federal Emergency Management Agency, Massachusetts Civ11 Delense Agency and the Boston Cdison Company regaroing matters of critical importance to Plymouth's radiological emergency response plan.

The-Board.of Selectmen. through its chairman, has communicated to Mr. Ronald VarLey, emergency planning director for the Boston Edison Company, that there remain-three important needs in the emergency response planning system for the Town.

Tnoserneedstare radios for.the schools,;

a communications system Ior Plymouth Beach, and an alternative communications' center for police and' fire in-the event of an evacuation of the headquarters.of those departments.-

With the exception of the matter o1 radios-for

-the schools,. Mr. Varle.y on behalf.of.the utility has stated that his company vill not meet:our civil defense needs as identified by our civil defense director and revealed during the 1989 graded drill.

In-light of,that position, the Board of Selectmen voted.4-0,'

with one member absent, to infor Flym'outh shall. play no part.

the NRC, FEMA andLMCDA that-in the August 21,-1991 scheduled drill unless our needs are considered and positive solutions.

toesame are found.-

The Board' firmly believes that Boston Edison has i

responsibility under HUREG 0654 to address the needs identified.

It is also critical that weaknesses identified in the graded exerC1Se De remedied as soon as possible to

' insure that the general public and town employees are acequately protected during a radiological emergency.

ihe town neeos and ceserves continuing assistance arom Boston Ealson to constantly update our radiological plans, including i

. necessary equipment and tac 111tles.

If that assistance is not forthcoming, the town will accline to participate in any furtner drills since it xa.our opinion that we shall not be j

ready to cope with a serious scenario as we experiencec in the 1989 drill.

The Board c1 Selectmen looks terwaro to resolving the needs identified and to continue working to enhance our ability to effectively respond to a radiological emergency at the l

Pilgrim Nuclear Power Station.

Thank you.

- Very truly yours, I
