VIRGIL C. SUMMER NUCLEAR STAil0N DOCKET NO. 50/395 OPERAllNG LICENSE NO. NPF-12 SPECIAL REPORT (SPR 90-013)

This Special Report is being submitted by South Carolina Electric & Gas Company (SCE&G) pursuant to Technical Specification 6.9.2 as required by Action 30 of Specification 3.3.3.1, item Ic.

On September 25, 1990, RM-G7, the Reactor Building, Hi-Range, Area radiation monitor appeared to be alarming spuriously and was declared inoperable and removed f-om service.

Investigation revealed that even though RM-G7 was functioning and indicating properly, spurious alarms would occur occasionally during the activation of the Electronic Check Source (ECS).

Extensive troubleshooting was performed and demonstrated that the monitor and detector were functioning properly.

The troubleshooting has indicated that the most probable cause of the spurious alarm is slight contamination (i.e., dirt, dust, etc.) on a connector in the circuit.

Due to power operations and location of these connectors more extensive troubleshooting could not be performed to confirm this.

This problem will not inhibit RM-G7 from performing its intended function but can interfere with the feedback of the ECS signal to the monitor, thus causing spurious alarms.

Engineering has provided Operations with directions for determining whether an alarm on RM-G7 is spurious or indicative of an actual problem.

RM-G7 was placed in service for monitoring on October 5,

1990, and was declared operable on October 8, 1990, after no other problems were found.
