89-07, " Radiological Effluent Technical Specifications NRC Generic Letter No. 89-01" (RETS)

Gentlemen By letter dated May 29, 1990, we submitted Technical Specifications (TS) Change Request (TSCR) No. 89-07,

" Radiological Effluent Technical Specifications NRC Generic Letter No. 89-01," for Limerick Generating Station (LGS), Units 1 and 2.

This change Request was prepared in accordance with the guidance specified in NRC Generic Letter No. 89-01,

" Implementation of Programmatic Controls for the Radiological Effluent Technical Specifications and Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual or to the Process Control Program."

As a result of subsequent discussions with NRC representatives on October 4, 1990, we propose to revise our May 29, 1990 submittal, by amending two (2) of the requested changes..The amended changes are as follows.

1)

We withdraw our request to delete the maps defining UNRESTRICTED AREA (Figure 5.1.3.la) and SITE BOUNDARY (Figure-5.1.3.lb) for Radioactive Gaseous and Liquid Effluents from TS Pages 5-4 and 5-5.

originally proposed to relocate these maps from TS Section 5,

" Design Features," to the Offsite Dose Calculation Manual (ODCM).

We now propose to retain these maps in TS Section 5.1.

Attached are the new proposed TS pages (xxiv, 1-7, and 5-1) for LGS, Units 1 and 2, which are affected by this amended change.

TSCR No. 89-07 proposed to delete the Main Condenser Offgas Pre-Treatment Radioactivity Monitor requirement from TS Section 3/4 11.2.1 (Table 4.11.2.1.2-1) without relocating this requirement to the ODCM.

We now propose to relocate this requirement to the ODCM in conjunction with the remaining portions of TS Section 3/4 11.2.1.

L In addition, we are submitting the following revised proposed TS pages for Units 1 and 2 to. support some additional editorial changes.which were identified.

o Page 6-18 o Page 6-18a o 3/4 11-18 o B 3/4 11-5 These proposed TS pages are revised pages since 1) TS Amendment-No. 37 was issued subsequent to our May 29, 1990 Change

-Request which added TS Page 6-18a and impacted proposed TS Page 6-18'for TSCR 89-07, and 2) the notes on proposed TS pages 3/4 11-18 and B 3/4.11-5 for Units 1 and 2 should have-referenced both the ODCM and Process Control Program (PCP) and not just the ODCM or PCP.
