PROGRAM
This refers to the inspection conducted by Messrs. G. Pirtle and T. Madeda of

this office between September 20-24, 1993. Mrs. N. Ervin of the NRC's Office

of Nuclear Reactor Regulation accompanied the inspectors during the visit.

The inspection included an evaluation to determine whether the Access
i
!
Authorization Program applicable regulatory requirements identified in your
i
Davis-Besse Nuclear Power Plant Security Plan were adequately implemented.
]
Areas examined during the inspection are identified in the report. Within
j
these areas, the inspection consisted of a selective examination of procedures
and representative records, interviews with personnel, and observations of
i
,
'
activities in progress.
No violations of NRC requirements were identified during the course of this
inspection, and within the scope of this inspection your Access Authorization
Program adequately met the regulatory requirements of 10 CFR 73.56.
However,
program weaknesses and strengths were noted and are addressed in the Report
Details. The weaknesses appear to be the result of lack of sufficient
oversight of program implementation details.
In accordance with 10 CFR 2.790 of the Commission's-regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
