'The NRC noted ' in conversations with Public Service Company of Colorado (PSC) that some confusion exists. between the projected costs for the SAFSTOR alternative identified in the Preliminary-Decommissioning Plan and the summary of projected costs for SAFSTOR presented in PSC's briefing to the staff on July 25, 1990.
The I
purpose of this letter _is to respond to the NRC's questions regarding the cost.difforences.
When PSC took Fort St. Vrain-(PSV) out of the rate base in 1986 a
-cost estimate for decommissioning was presented'to PSC's' Board of-
. Directors ' and a provision for the decommissioning of PSV wu'.

During the development of this cost estimate, PSC management decided to pursue the removal of PCRV components that were relatively easy to remove in conjunction with removal / decontamination of the contaminated systems. This. decision was based on two conditions; rapidly rising waste disposal costs and that it would be easier to remove, decontaminate or dismantle f.nese compone.nts and systems with a knowledgeable staf f.
As PSC continued to evaluate and update the decommissioning plan, it became clear that the removal of the steam generators and several of the internal graphite components were not acti ities that would L
be best pursued by PSC.
The contractor's study on the dismantlement of the PCRV (reference 1), addressed the expected contractor cost to remove the steam generators and these components.
The cost to remove these components was extensively

reduced because the contractor planned to remove the steam e
generators out through the top of the PCRV (in conjunction with the dismantlement of the PCRV) instead of the bottom as PSC had originally planned. Additionally, the removal of a steam generator had not been previously performed at FSV which would have mandated the development of specialized remote equipment to accomplish this task.
As a result, this work scope along with the removal of soveral graphite components was shif ted from the 1992 time frame to 2043 which resulted in a significant cost reduction.
This is the major reason for the decrease in cost from $233 million (the basis for the original provision on PSC's accounting books) to $198
- million, which was the amount delineated in the Preliminary Decommissioning Plan.
PSC is committed to maintaining open communications with the NRC and regrets any inconvenience and confusion this may have caused.
