Seymour Weiss On September 20, 1990, the NRC Project Manager for Rancho Seco and District personnel determined that the Long Term Defueled Condition (LTDC) Security Plan must be considered. SAFEGUARDS material until a Possession Only License is granted.
Therefore, the District is resubmitting the Long Term Defueled Condition Security Plan appropriately marked as SAFEGUARDS.
The Security Plan l
also contains minor wording changes which reflect discussions held at Rancho Seco on September 20, 1990.
Upon receipt of this revision to the Security Plan, please destroy all of the 4
previously submitted copies.
The information contained in the attached Rancho l
Seco Physical Security Plan for the Long Term Defueled Condition addresses L
security equipment and procedures used to restrict unauthorized access into the Fuel' Storage Building.
The 10 CFR 50.59 determination and 10 CFR 50.54(p) analysis associated with the' September 20, 1990, submittal remain valid for this submittal.

The LTDC Security' Plan-is considered Safeguards Information and, thererfore, 5
p h h exempt from public' disclosure under 10 CFR 73.21.
When the NRC issues the jy -o n District a Possession Only License, the Security Plan may be reclassified and

Although the plan is adequate to protect public health and safety given that the nuclear fuel is permanently secured in the fuel Storage Building, the plan no longer complies with certain requirements in 10 CFR 73. Accordingly, pursuant to 10 CFR 73.5, the District hereby requests exemptions from portions of 10 CFR 73. " Requested Compliance and Exemptions Regarding 10 CFR 73" provides the District's position for exemption or compliance with the 10 CFR 73 physical protection requirements applicable in the defueled mode. provides the basis for the District's request for an exemption from these portions of 10 CFR 73. Attachment 3 is the LTDC Security Plan.
