FISHER CONTROLS INTERNATIONAL, INCORPORATED, RESPONSE TO NRC INSPECTION REPORT NO. 99900105/93-01 Thank you for your October 13, 1993, letter in response to the Notice of Violation (NOV) and Notice of flonconformance (N0N) that were attached to the subject inspection report regarding the Fisher Controls International, incorporated (Fisher) facilities in Marshalltown, Iowa.
We have reviewed your letter and find that your replies to the NOV and NON are responsive to our concerns; however, we note that although Fisher has not performed corrective action for Nonconformance 93-01-03, we find that your position regarding the concern is satisfactory to NRC staff.
Based on your letter, we understand that Fisher agrees with the NRC concern stated in Nonconformance 93-01-03, in which the NRC team identified that portions of Fisher's Standard Quality Assurance Manual and manufacturing and inspection activities for non-A.S.M.E Code valve assembly parts were found to not be in full compliance with certain portions of Appendix B to 10 CFR Part 50 requirements. We also understand that Fisher has currently elected to provide those non-A.S.M.E. Code parts to NRC licensees as commercial grade items (CGis), and will provide additional objective evidence which those licensees can use to form part of a " dedication" bases.
If we do not hear back'from you within 15 dates from the date of this letter, we will presume that our understanding of this matter, as stated, is correct. We will review the implementation of your corrective actions during a future U.S. Nuclear Regulatory Commission staff inspection to determine that full compliance has been achieved and will be maintained.
