. safety sensitivity demonstrated at Sequoyah during the inspection period." As reflected by l
the number of violations contained within the subject letter, the performance of the SQN staff has not met management's expectations during this period. While specific issues have been addressed, as detailed in our October 4,1993, NOV response, broader initiatives are presently in progress that will improve the overall performance of the site. These initiatives have been previously discussed with the NRC staff during the restart meetings and are part of the long-range site improvement goals.
It should also be noted that several conditions associated with the subject letter occurred years before this inspection period.
These older l
conditions should not be assessed as part of a current safety sensitivity l
problem.
Instead, TVA believes that an assessment of the sensitivity to safety at SQN should consider the present (i.e., since issuance of the Restart Plan) and the future identification of safety issues and the methods used to address these concerns.

SQN management recognizes that further improvements are necessary-however, management believes that the safety sensitivity of the SQN site
}
continues to improve. This is evidenced by the changing attitude of site personnel in identifying problems through the appropriate corrective j
action process. SQN management has noticed a significant change.in the 4
number of issues being' identified by site personnel through the problem evaluation report (PER) process. While this is seen as a positive step forward, actions designed to further increase the' safety sensitivity of the site have yet to be completed. These actions will continue as part j
of the Postrestart Plan and the Site Improvement Plan.
l In summary, TVA management is concerned about the number of violations contained within the subject letter.
However, IVA management believes that the initiatives presently in. progress will further increase the-safety sensitivity of the SQN staff and will assist in the prevention of future violations.
