I believe that the staff should assign a limited number of FTEs for FY 1991, and that the Commission should add resources to the FY 1992-1993 budget request to OMB, to support both CANDU and PIUS review activities.
To ensure that there is a mutual understanding as to the pace and level of detail ~at.which the vendors will be prepared to have their. respective designs reviewed, the staff should discuss with the vendors the assumptions that the staff has made in estimating review schedules and resources and confirm that those assumptions are consistent with the vendors' plans and schedules for design submittals.
Finally, the General Counsel and the staff should explore the possibility of obtaining direct funding from the Canadian Government for some or all of the CANDU design review.
As I indicated in COMJC-90-006, I believe that we should solicit an opinion from the comptroller General on whether our i
appropriations act permits the NRC to retain funds provided by foreign governments for such design review costs without an offset against NRC's lump sum appropriations.
