MEETING WITH DETROIT EDISON ON NEW PROPOSED ISEG CONCEPT FOR FERMI 2 The following are some of my notes from our meeting with Detroit Edison on June 15, 1982 in which we discussed proposed changes to the composition of the Fermi 2 Independent Safety Engineering Group (ISEG).
The.ISEG functions will be performed by the Nuclear Safety and Plant Engineering (NSPE) group, located at the plant site. The NSPE group will consist of approximately 80 engineers. The group s
reports to the Director of Nuclear Engineering who is not in the direct management chain for power production.
The NSPE group will provide a lead ISEG Engineer (Coordinator) who will be responsible for the performance and accountability of the insependent safety engineering function. He will, through the Director of Nuclear Engineering, receive adequate personnel from the NSPE group to accomplish the assigned ISEG activities.
The lead ISEG Engineer shall report any significant plant con-dition or concern to the Director of Nuclear Engineering and will issue a monthly summary report to him.
Detroit Edison wilt by about July 1,1982 submit to NRC an amend-ment to the Fermi 2 FSAR describing the responsibilities and authority of the Nuclear Safety and Plant Engineering group in-cluding its ISEG functions. A supplement to the Fermi 2 SER is scheduled to be issued by August 1,1982.
The new proposed ISEG concept appears to be acceptable to NRC, as it meets our present requirement for an onsite independent safety engineering group to perform independent reviews of plant operations. Our concern, however,

is how independent the lead ISEG Engineer is within the Nuclear Safety and Plant Engineering group and if he can independently pursue some of the problem areas that he considers important to safe plant operation. We would like Detroit Edison to address this issue in their amendment to the Fermi 2 FSAR.
