SUMMARY

Scope:

This special, announced inspection was conducted in the area of Access Control

- Packages, in- response to the reported introduction of a firearm into the

Protected Area on August 13 '1990.

'

Results:

Sufficient information was not obtained'to establish that an unauthorized

firearm had been brought into the Protected Area on August 13, 1990.

It was

established, however, that a licensee supervisor had been told on that date

that a firearm had been brought into the plant Protected Area and that the

supervisor failed to inform security or higher plant management, in violatioi,

of regulatory requirements.

The licensee has taken action to ensure that

supervisory personnel have a proper understanding of their event reporting

en

responsibilities.

The failure of the supervisor to report an alleged

safeguards event is judged to meet the criteria of Section V.G 1 of the NRC

Enforcement Policy (lo CFR Part 2 Appendix C) and, accordingly, a Notice of
