EXEMPTIO*' FROM CERTAIN REQUIREMENT OF 10 CFR 50.54(w), FOR THE TROJAN NUCLEAR PLANT (TAC N0. M86979) By letter dated July 8,1993, Po-tland General Electric Company (PGE) requested an exemption from the requirements of 10 CFR 50.54(w) which requires licensees to obtain and maintain a minimum of $1.06 billion of decontamination insurance coverage for radiological accidents at the reactor site. The level of coverage required by the regulation was based on an evaluation of potential accidents that could occur at an operating facility. Your July 8, 1993 letter requested a full exemption to 10 CFR 50.54(w). You have, however, committed in your July 8,1993 letter to maintain for the Trojan Plant decontamination insurance, or demonstrate an equivalent level of protective coverage, in the amount of at least $5 million. You have stated that this amount is commensurate with postulated design basis accidents at a facility that is permanently defueled. The NRC has granted your request for a full exemption to 10 CFR 50.54(w) pursuant to 10 CFR 50.12. The enclosed exemption however requires PGE to continue to maintain a minimum of $5 million in insurance coverage or to demonstrate self-insurance of this amount. The exemption is enciond.
