SUBJECT: NRC INSPECTION REPORT NO. 50-289/93-23

An announced safety inspection of the radiation protection program at your facility was
)
conducted by Mr. J. Nick on October 4-8,1993. The results of this inspection were discussed
,
with you and your staff on October 8,1993.
Areas reviewed during this inspection were important to health and safety snd are discussed in
the enclosed inspection report. These areas included review of: organintica and staffing levels,
staff qualifications and training, external exposure control, internal exposure control, radiological
surveys, radiation protection logs and records, and planning to maintain personnel radiation
exposure as low as reasonably achievable (ALARA).

Your radiological controls program was generally effective in protecting the safety of workers
'
in radiological areas. Areas toured in your facility were generally well maintained and exhibited
good housekeeping. The radiation protection group was staffed by qualified individuals with
documented training and qualifications. Improvement was noted in beta dose rate surveys for
entries into the reactor building during power operations. Weakness was noted in control of
High Radiation Areas and documentation of contractor health physics technicians' qualifications.
Within the scope of this inspection, one violation of NRC regulations was identified regarding
]
the control of personnel access to high radiation areas to prevent inadvertent entry, and is

described in the attached inspxtion report and Notice of Violation. You are required to respond
to this letter and should follow the instructions specified in the enclosed Notice when preparing
your response. In your response, you should document the specific actions taken and any
additional actions you plan to prevent recurrence. After reviewing your response to this Notice,
including your proposed corrective actions and the results of future inspections, the NRC will
determine whether further NRC enforcement action is necessary to ensure compliance with NRC
regulatory requirements.
