The Nuclear Regulatory Comission (the Comission) having found, that:
A.
The issuance of this license amendment to the Virginia Electric and Powei Company,(the licensee) complies with the standards and requirements of the Atomic Energy Act of 1954, as amen.ded (the Act) and the Comission's regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the license, as amended, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the common
' defense and security or to the health and safety.of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, Paragraph 2.E. of the license is amended to read:
The licensee shall maintain in effect and fully implement all provisions of the Coninission-approved physical security plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p).. The approved secur'ity plan consists of proprietary docunents, collectively titled, " North Anna Power Station Security Plan," dated January 12, 1979.

Pursuant to 10 CFR Section 2.790(d), the security plan is beirg i
withheld from public disclosure because it is deemed to be comercial or financial information within the meaning of 10 CFR Section 9.5(a)(4) and subject to disclosure only in accordance with 10 CFR Section 9.12.

This license amendment becomes effective on February 23, 1979.
