Dear Dr. Piefer:
On February 5-6, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an environmental site audit at SHINE Medical Technologies, LLC (SHINE) headquarters in Janesville, Wisconsin. The site audit was completed in support of the environmental review being conducted in response to a request for an operating license for the SHINE medical isotope production facility under construction in Janesville, Wisconsin. The primary goal of the site audit was to identify information that differs from or reflects significant new information from what was evaluated in the Environmental Impact Statement for the Construction Permit for the SHINE Medical Radioisotope Production Facility (NUREG-2183). The site audit was conducted in accordance with the audit plan (Agencywide Documents Access and Management System Accession (ADAMS) Number ML19353C687). A list of representatives from SHINE and NRC who participated in the site audit is provided in Enclosure 1.
The audit began the morning of February 5, 2020 with an entrance meeting to introduce participants and discuss audit logistics. Following the entrance meeting, the NRC staff participated in a tour of the medical isotope production facility site and observed construction activities. After the site tour, the SHINE staff presented an overview of the radioisotope production process. Next, the staff toured Building One. In the afternoon, the NRC staff reviewed responses to information need requests and examined documents SHINE cited in the Supplemental Environmental Report (ADAMS Accession No. ML19211C139), part of the operating license application (ADAMS Accession No. ML19211C044). The NRC staff also met with SHINE personnel to discuss information needs.
On February 6, 2020, SHINE staff presented a virtual tour of the medical isotope production facility. The audit ended with an exit meeting where NRC staff summarized the status of the environmental review and identified additional information needed to complete the environmental review. The NRC staff indicated that this information would be formally requested via the requests for additional information (RAI) process.
