Hope Creek Generating Station (HCGS)
Docket No.50-354 License Change Request LCR 93-08 Increased Voltage Limit for Load Rejection Test By letter dated May 21, 1993, Public Service Electric and Gas Company (PSE&G) submitted to the U.S. Nuclear Regulatory Commission (NRC) the subject request for an amendment to Appendix A of Facility Operating License NPF-57.
The submittal proposes to:
(a)
Revise a
surveillance requirement of Technical Specification 4.8.1.1.2.
to increase the voltage limit from 4580 to 4785 volts when performing the 18 month emergency diesel generator (EDG) full load rejection test.
The 4580 volts value represents the nominal rated voltage (4160) for the 500 increased by 10% for overload capacity. The requested 4785 volts value represents the nominal rated value pJus 15%
overload capacity.
(b)
Eliminate footnote "##" to subject specification.
The footnote, pertains to a one time extension for surveillance interval on two Emergency Diesel Generators.
This exemption is no longer applicable since it expired on October 15, 1989.
In a letter to the NRC, pertaining to LCR 91-03 and dated August 23, 1993, PSE&G stated that it evaluated the effects on the generator (and on any components that are upstream of the generator output breaker) of a potential voltage spike that occurs during the voltage regulator response following a full load rejection test, and found those effect to be negligible.

-2 The New Jersey Department of Environmental Protection and Energy's Bureau of Nuclear Engineering (BNE) reviewed the above amendment in accordance with the requirements of 10 CFR 50.91(b).
