This refers to the inspection conducted by Mr. D. Schrum of this office on
August 6-13 and September 20-23, 1993.
The inspection included a review of
activities authorized for your Duane Arnold Energy Center (DAEC). At the
conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. The
inspection included a review of the implementation of the fire protection
program. Within these areas, we selectively examined procedures and
representative records, made observations, and conducted interviews with your
personnel. The purpose of the inspection was to determine whether activities
authorized by the license were conducted safely and in accordance with NRC
requirements.
Based on the results of this inspection, certain of your activities were of
particular concern.
It appears that the corrective actions for the inoperable
barrier seals between the control room and the cable spreading room were not
timely. This issue remains unresolved, pending additional inspection.
We
also noted a lack of attention to detail regarding the assignment of fire
watches. When the inoperable barriers between the control room and the cable
spreading room were identified, you took credit for control room operators as
fire watches. While we accept your plan to use the control room personnel as
fire watches, you failed to notify these people of this ancillary assignment,
and failed to provide appropriate guidance for performing these duties.
We
-
note that these problems were corrected prior to the completion of this
inspection. We concluded that a violation for this issue was not appropriate
as described in the body of this eport.
Durina this inspection, other activities appeared to be in violation of NRC
requirements. However, as described in the enclosed inspection report, you

identified these violations.
Therefore, the violations will not be subject to
enforcement action because your efforts in identifying and correcting the
violations meet the criteria specified in Section VII.B(2) of the " General
Statement of Policy and Procedures for NRC Enforcement Actions," Enforcement
Pclicy, 10 CFR Part 2, Appendix C, were satisfied.
