Elkem Metals Company Non-Licensee ATTN:
Mr. James Holly Docket No. 99990003 Plant Manager Post Office Box 299 Marietta, OH 45750-0299
Dear Mr. Holly:
This refers to the routine safety inspection conducted by Mr. D. G. Wiedeman of this office on August 26-27, 1993. The purpose of this inspection was to perform radiation measurements and evaluate the current status of the decommissioning and decontamination of contaminated soils and equipment in and around Simplex Storage Building A.
The results of our inspection indicate that the status of the decommissioning and decontamination was on schedule; however, several isolated areas of low level contamination were identified near Simplex Storage Building A and contract conflicts between International Technologies (IT) and Union Carbide Corporation have delayed this schedule.
These areas of contamination were not anticipated and are currently being evaluated by Umetco Reclamation Corporation to determine the appropriate method for remediation.
In the mean time, these areas are posted with l
appropriate warning signs and personnel access is now restricted.
The results l
of our inspection were discussed with Mr. John Hughes at the conclusion of the l
inspection and with Messrs. Rod Dement of Elkem Metals and Jay Davis of Umetco i
during a subsequent telephone conversation with Mr. D. G. Wiedeman of this l
office on September 27, 1993.
l The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, no violations of NRC requirements were identified.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and enclosure will be placed in the NRC Public Document Room.
