Dear Mr. Chalk:
This refers to the special inspection conducted by Mr. D. G. Wiedeman of this office on September 14, 1993, of your facilities formerly licensed by the Atomic Energy Commission (AEC).
Licensed activities were previously authorized by AEC Source Material License No. C-2210 and License No. STB-00049. The results of our findings were discussed with Messrs. M. Bien, E. Dennison, and Mrs. V. Meister at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during the inspection. The inspection consisted of a selective examination of representative records from the former license file, observations, independent measurements, and interviews with current employees of McDonnell Douglas and Washington University.
Based upon this inspection, we have concluded that the former manufacturing areas of Buildings 32, 27, 91 and 102 were properly decommissioned and meet the current NRC criteria for release of facilities for unrestricted use. However, it was determined that some time during 1968 McDonnell Douglas had transferred licensable quantities (~500 lbs.) of stock magnesium-thorium (4% thorium) to Washington University. This material has been in storage for the past 25 years in a locked concrete bunk-er (No.35) at the Washington University, Tyson Research Center. We discussed this issue with Messrs. M. Bien and E. Dennison and it is our understanding that this material was transferred to an authorized recipient, Spectrulite Consortium, Illinois License No. IL 01-750-01 for disposal on September 27, 1993.
Within 30 days from the date of this letter, please provide this office with written confirmation that all magnesium-thorium was transferred to an j
authorized recipient.
