Mr. Michael Kinney USS New York City FP0 AP 96673
Dear Mr. Kinney:
This is in response to your letter dated September 26, 1993, requesting information on the requirements to become a reactor operator.
Enclosed for your information is a copy of Title 10 to the Code of Federal Reculations, Part 55 (10 CFR Part 55), the implementing regulation that establishes the requirements for licensing reactor operators and senior reactor operators.
Subpart D of 10 CFR Part 55, " Applications," provides the specific instructions on how to apply for an NRC operator's license.
Among other things, the regulations require that you be sponsored by the facility that operates the reactor for which you seek an operator's license.
An authorized representative of the facility must certify that you have successfully completed the facility's requirements to obtain a license and that the facility has a need for your services as an operator. A facility training department representative should be able to provide you with more specific details about their program for training and qualifying reactor operators.
To apply for a reactor operator or senior reactor operator license, an applicant must submit an NRC form 398, " Personnel Qualifications Statement-Licensee" and an NRC form 396, " Certification of Medical Examinatior, by Facility Licensee." These forms would accompany a written request, from an authorized representative of the facility licensee by which the applicant is sponsored, that the written examination and operating test be administered to the applicant.
Also enclosed for your information are copies of NRC Form 398 and Form 396.
Should you have any questions concerning the application process, please contact Cindy Carpenter of my staff at 301-504-1054.
Sincerely, Robert M. Gallo, Chief Operating Licensing Branch Division of Reactor Controls and Human Factors Office of Nuclear Reactor Regulations
