REQUEST FOR RELIEF FROM AMERICAN SOCIETY OF MECHANICAL ENGINEERS SECTION XI CODE REQUIREMENTS - FIRST 10-YEAR l

INTERVAL INSERVICE INSPECTION - SEQUOYAH NUCLEAR PLANT, UNIT 2 (TAC NO. M85696)

By letter dated January 28, 1993, the Tennessee Valley Authority (TVA or the licensee), submitted to the NRC the First 10-Year Inservice Inspection (ISI)

Interval Revisions 20 and 19 for the Sequoyah Nuclear Station Units 1 and 2, respectively.

Included in the submittal was Relief Request Number 2-ISI-19 from the American Society of Mechanical Engineers (ASME) Code Section XI requirements that the licensee determined to be impractical to perform.

Additional information was submitted in a letter dated July 9,1993.

Relief Request 2-ISI-19 is associated with five pressure-retaining welds that were i

examined during the Unit 2 Cycle 5 refueling outage for which full code examination was not achieved because of system configuration.

Based on the information submitted, the staff concluded that pursuant to 10 CFR 50.55a(g)(6)(i), relief may be granted as requested for 2-ISI-19.

l Such relief is authorized by law and will not endanger life, property, or the common defense and security, and is otherwise in the public interest. The relief has been granted giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
