STAFF AND EPRI HELD ON OCTOBER 7, 1993, IN ROCKVILLE, MARYLAND, CONCERNING USE OF PASSIVE AUT0 CATALYTIC RECOMBINERS (PARS) IN ALWRs A public meeting was held on October 7,1993, at the NRC headquarters in Rockville, Maryland, between the staff, its contractor, Sandia National l

Laboratory, and EPRI, concerning the design and utilization of PARS for hydrogen control in ALWRs. A list of attendees and their affiliation is provided in the enclosure.

This meeting was a followup to discussions between EPRI and the Advisory l

Committee on Reactor Safeguards at a subcommittee meeting held the previous day (October 6,1993), and was limited to the information presented at the subcommittee meeting and EPRI's white paper on PARS, submitted by letter dated April 8, 1993.

In its Requirements Document for passive plant designs, EPRI has proposed the use of PARS instead of recombiners and igniters. Passive plant vendors have expressed an interest in using PARS for control of hydrogen and oxygen within containment. At the conclusion of Sandia's preliminary review, in approximately 3 to 6 months, the staff will issue a high-level report that summarizes the information that would be required in an appli-cation by a passive plant vendor desiring to use PARS for the control of hydrogen and oxygen in its plant-specific design.

If the preliminary review l

is favorable, it is expected that passive plant vendors will submit plant-l specific applications including PARS in the design for review by the staff.
