- {$dg WASHINGTON, D C. 20555 @ 01 g-Q j SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NOS. 63 AND 28 TO FACILITY OPERATING LICENSE NOS. NPF-39 AND NPF-85 PHILADELPHIA ELECTRIC COMPANY LIMERICK GENERATING STATION. UNITS I AND 2 DOCKET NOS. 50-352 AND 50-353
1.0 INTRODUCTION
By letter dated April 23, 1993, the Philadelphia Electric Company (PEco or the licensee) submitted a request for changes to the Limerick Generating Station

(LGS), Units 1 and 2, Technical Specifications (TS). The requested changes would delete the requirement for the Superintendent-Technical or the Technical Engineer to hold a Senior Reactor Operator (SRO) license. The licensee requested that the Plant Manager or Superintendent-0perations or the Assistant Superintendent-0perations hold an SR0 license. This action will be handled in a separate amendment. However, the proposed change will continue to satisfy the ANSI Standard ANSI /ANS-3.1-1978; " Standards for Selection and Training of Personnel for Nuclear Power Plants."
2.0 EVALUATION In the submittal dated April 23, 1993, PEco proposed changes to the LGS TS to modify the management positions required to hold an SRO license at LGS. The Superintendent-Technical or the Technical Engineer; and the Plant Manager or Superintendent-Operations and Assistant Superintendent-0perations are currently required to hold an SRO license. The proposed change would remove the requirement for the Superintendent-Technical or the Technical Engineer to hold an SR0 license and would relax the off-shift SRO license holder requirement to allow either the Plant Manager or Superintendent-0perations or Assistant Superintendent-0perations to hold an SR0 license.
There is no regulatory requirement for the Superintendent-Technical or the Technical Engineer to hold an SRO license.
In addition, neither the Superintendent-Technical nor the Technical Engineer are in the chain of command for the licensed operators at LGS; consequently, they do not direct the activities of the licensed operators and do not require an SR0 license.
The proposed change to relax the off-shift SRO license holder requirement to allow either the Plant Manager or Superintendent-0perations or Assistant Superintendent-Operations to hold an SR0 license is being further evaluated by the Human Factors Assessment Branch.

The staff concludes that the proposed change to the Limerick Generating Station, Units 1 and 2, Technical Specifications deleting the requirement for the Superintendent-Technical or the Technical Engineer to hold an SR0 license is consistent with and meets the intent of the relevant review criteria (SRP 13.1 and ANSI /ANS 3.1-1978) and is, therefore, acceptable.
4.0 STATE CONSULTATION
In accordance with the Comission's regulations, the Pennsylvania State official was notified of the proposed issuance of the amendments. Tha State official had no coments.
5.0 ENVIRONMENTAL CONSIDERATION
The amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
6.0 CONCLUSION
The Comission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Comission's regulations, and (3) the issuance of the amendments will not be inimical to the comon defense and security or to the health and safety of the public.
