Docket No. 50-313 October 13, 1993 Mr. Jerry W. Yelverton Vice President, Operations ANO Entergy Operations, Inc.

Route 3 Bex 137G Russellville, Arkansas 72801 4

Dear Mr. Yelverton:

SUBJECT:

SPECIAL REPORT ON C-3 RESULTS - ARKANSAS NUCLEAR ONE, UNIT 1 (ANO-1)

(TAC NO. M86264)

By letter dated October 6,1993, you submitted a Special Report on the Categor." C-3 results from the recent ANO-1 steam generator (SG) tube inspection and on the remedial action taken, and requested NRC approval.

l According to your Special Report, the inspection revealed that, in the "A" SG, 7 tubes out of 206 nonplugged and nonsleeved tubes in the lane region (defined as Group A-1 in Technical Specification (TS) 4.18.3.a.3) had greater than 40% through-wall imperfections, or had repairable signals reported during i

supplemental diagnostic examinations.

These results placed the A-1 group of the "A" SG in the C-3 category, since greater than 1% of the A-1 tubes were determined to be defective. Accordingly, you describe the remedial action taken as specified in your TS, particularly in Note 2 of Table 4.18-2.

Your report, which the NRC staff discussed with you over the telephone on October 13, 1993, fulfills the Special Report requirements of TS 4.18.

As l

noted in the telephone discussion, the staff understands that the indications were small and the growth rate was slow. As agreed, you will supply confirmatory information on the dimensions and growth rate of the indications, on the locations of previously identified indications, and on the criteria used to identify denting.

The additional information will be included in the 45-day report.

Based on the remedial action described in the report and discussed over the telephone, the staff finds the report to be acceptable for plant restart.

i Sincerely, ORIGINAL SIGNED BY:
