VOGTLE ELECTRIC GENERATING PLANT REQUEST FOR ADDITIONAL INFORMATION ALTERNATE MINIMUM FLOW LINES IN Tile ULGILUEAD_SAEETY INJECTION SYSTEM By letter ELV-05192, dated February 18,1993, Georgia Power Company (GPC) provided an operability assessment of the alternate minimum flow lines in the high head safety injection system for the Vogtle Electric Generating Plant. The NRC's letter dated August 26,1993, requested additional information regarding surveillance of the associated valves. The responses to the NRC's questions are attached to this letter.
Subsequent to the above correspondence, a modification of the alternate miniflow piping was developed to remove the pressure relief valves PSV-8510A and B and add a pressure control logic to MOVs IIV-8508 A and B. This change will eliminate the relief valve and rep! ace its ftmetion with a flowpath that becomes available based on a safety injection signal and pump discharge pressure. This modification is scheduled for impleme. Mon on Unit 2 during the current refueling outage and on Unit 1 during the next refueling vutage, which is scheduled for September 1994.

ATTACHMENT VOGTLE ELECTRIC GENERATING PLANT REQUEST FOR ADDITIONAL INFORMATION ALTERNATE MINIMUM FLOW LINES IN THE BIGH HEAD SAFETY INJECTION SYSTEM RESPONSE TO NRC QUESTIONS Question:
I
- 1. In your letter of February 18,1993, you conunitted to perform testing of the AMF relief / control valves at a frequency which agrees with NRC staff positions (1) and (2) above until you consider the increased testing frequency is no longer necessary. Please identify all requirements and acceptance criteria that you will use to determine that the increased testing frequency is no longer necessary. Alternatisely, revise your conunitment to indicate that this testing will continue until the NRC staff approves otherwise.
Response
- 1. Unit 2 alternate minimum flow (AMF) relief valves are being removed during the current refueling outage and the Unit 1 AMF relief valves are scheduled to be removed durir'3 the next Unit I refueling outage, which is scheduled for September 1994.
Because of the current removal schedule, no further scheduled testing should be required.
If the Unit 1 AMF valves are not removed as scheduled, one will be set pressure tested at each subsequent refueling outage. If the valve setpoint has drifled beyond the allowable tolerance, the other valve will also be checked. This testing will continue until the relief valves are removed.
Question;
- 2. Please indicate your intentions with respect to the assessment, testing, inspection, and refurbishment as stated in NRC position (3) above.
Response;
- 2. An assessment of remaining AMF relief valve operability will be made upon any system actuation requiring valve discharge. This assessment will include a visual inspection and verification of the lift set pressure, and appropriate correciive actions will be taken to ensure operability of the valves.
