This letter is in response to your request of 7 Sep 93 for additional information on the grounds for our request of 5 Aug 93 for an increase in the amount of uranium 235 allowed under license SNM-95. The amendment is needed to cover approximately 32 grams of uranium 235 in the form of various compounds, mostly U30 NIST standards of different enrichments. The material was brought to a University laboratory and stored in Dec 92 by a former faculty member, without the knowledge or consent of the University. The material had previously been possessed under the license of a company with which the faculty member had been affiliated. The license was terminated for nonpayment of fees in about Nov 92. A commission inspector from Region i determined that the material was at the University on 21 Jul 93, while investigating the disposition of licensed material by the company. The material was inspected and inventoried by University personnel and Commission representatives from Region 1 on 23 Jul 93. The University did not wish to keep the material, but both University and Commission personnel felt that it was better to leave the material at the University, because there was no other licensee available to receive it at that time. However, when this material is combined with our current inventory of uranium 235 compounds, it exceeds the 100 gram limit of item 6A. Thus, an increase in the limit under item 6A to 132 grams is required.

It is our intention to dispose of this material by transfer to another licensee that can use it. If such a transfer cannot be made, it will be included in our next shipment of waste to a licensed disposal site. We wish to have the material included under item 6A, because it may be necessary_

to perform assays and chemical and mechanical procedures on the material to prepare it for transfer or disposal.
