Dear Mr. Martin,
Delivered to Mr. James McCormick-Barger of ycur staff are the documents of CFange Request Numbers DRE-93-03, QCA-S3-01, ZIN-93-01, LAS-93-02, BYR-93-01, and BRW-93-01 to the Commonwealth Edison Generating Stations Emergency Plan (GSEP) Station Annexes. This change consists of revision of the Emergency Action Level (EAL) classification scheme to the NUMARC/NESP-007 methodology as an acceptable alternative to NUREG-0G54/ FEMA-REP-1 pursuant to Ref<. rence 1.

- 2) The Annex pages affected by the change These changes have been reviewed and accepted in accordance with Commonwealth Edison practices by the Onsite and Offsite Safety Review groups.
These changes are not in conflict with applicable Updated Final Safety Analysis Repmts (UFSARs) or Technical Specifications. Pursuant to 10 CFR 50.54(q), these chances do not decrease the effectiveness of the overall GSEP 9310150034 930901 PDR ADOCK 05000010 pj F

These changes have been discussed and agreed upon by the States ofIllinois (pending several minor changes indicated in Attachment B), Wisconsin and Iowa pursuant to 10 CFR 50 Appendix E. The affected counties in these states, pursuant to 10 CFR 50 Appendix E, have been provided copies of the changes and l
have been requested to respond by September 10,1993. CECO will provide documentation of the states and affected counties review as soon as their response is available.
CECO's plan is to implement f he changes to the EALs along with the v
changes associated with the revision of 10 CFR 20 on January 1,1994. In order i
to meet this date, we would appreciate the NRC review process being initiated prior to the finalized review of the pending changes. CECO will provide the changed pages, as a supplement to this submittal, resulting from the finalization of the outstanding State ofIllinois issues. The changed pages will be provided by October 1,1993 after a formal review process of Onsite Review, Offsite Review, the States ofIllinois, Wisconsin and Iowa, and affected counties review of the changes.

1994, it is imperative that CECO receive approval of the EAL changes by j
December 1,1993. If for any reason the NRC reviewers cannot support this date, please inform CECO as soon as possible so that changes can be made to the existing EALs to implement only the 10 CFR 20 changes.
