October 5, 1993 Project No. 672 Mr. Peter M. Williams HTGR Division Office of Advanced Reactor Programs U.S. Department of Energy, NE-451 Washington, DC 20585
Dear Mr. Williams:
SUBJECT:
TECHNICAL REVIEW REQUESTED OF NUCLEAR REGULATORY COMMISSION (NRC)
CONTRACTOR REPORT 2-2-93 ON THE MODULAR HIGH-TEMPERATURE GAS-COOLED REACTOR (MHIGR) DESIGN In my letter of July 8,1993, I provided you with Technical Evaluation Report (TER) 2-2-93, " Review of Computer Codes Used to Calculate MHTGR Accident Dose Consequences," on the General Atomics computer codes used to evaluate the radiological consequences of accidents for the MHTGR design.
This TER was developed for the NRC by a contractor.
The TER was classified " Applied Technology" because it was based on documents that the Department of Energy (DOE) has classified " Applied Technology." DOE has stated that Applied Technology information on the MHTGR design must be kept from the public at this time.
i In my letter of July 8,1993, I requested that you identify the portions of the original TER that contained Applied Technology information.
You responded in your letter of August 26, 1993, and your staff clarified the letter in a telephone call on October 1,1993, adding additional areas of the TER that had i
Applied Technology information.
Based on this telephone call, there may be still other areas of the TER that will be classified " Applied Technology."
Because the areas that have been classified " Applied Technology" are so extensive, we have decided not to issue a non-Applied Technology report of the TER at this time.
This would have been the original TER without the identified " Applied Technology" information.
You are now requested to provide comments on the technical discussions and conclusions of the TER within 75 days of receipt of this letter. We are not providing you a copy of the TER at this time because you were provided with such a copy in our letter of July 8,1993. This schedule will allow us to incorporate your comments into our preapplication safety evaluation report on the MHTGR design.
