This refers to the inspection conducted by Mr. E. J. Ford of this office, and
the inspectors identified in this report, during the period August 8 through
i
September 18, 1993. The inspection included a review of activities authorized
for your Waterford Steam Electric Station, Unit 3, facility.
At the
conclusion of the inspection, the findings were discussed with those members
of your staff identified in the enclosed report..
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
,
and representative records, interviews with personnel, and observation of
activities in progress. The results of this inspection are documented in the

enclosed report.

During our review of Unresolved Item 382/9323-01, we found that your staff
I
determined that inadequate procedures allowed a system to be returned to
service following maintenance prior to resetting a valve limiter and that this
was in violation of Technical Specification 6.8.1.
This violation will not be
subject to enforcement action because your efforts in identifying and
correcting the violation meet the criteria specified in paragraph VII.B.(2) of
Appendix C to 10 CFR Part 2 of the NRC's " Rules of Practice." This violation
appears to be an isolated occurrence in which your staff took prompt and
effective actions to correct the problem.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
