This letter contains clarification of the NSP organization identified in the revision 17 submittal of the Operational Quality Assurance Plan (OQAP).

Revision 17 of the OQAP states that the Director Nuclear Quality reports to the Vice President Nuclear Generation. This is a change from the previous revision and represents a reduction in commitment, but not a reduction in safety. In revision 16 of the OQAP (currently effective), the Director Power Supply Quality Assurance (PSOA) reported to the Executive Vice President Power Supply. The Vice President Nuclear Generation also reported to the Executive Vice President Power Supply. In revision 17 the Director Power Supply Quality Assurance title was changed to Director Nuclear Quality and reports to the Vice President Nuclear Generation, one level of management lower than in revision 16.

This change is justified as an effective alternative in that section 4.2.2 of the OQAP (revision

17) requires a presidential directive which states that the Vice President Nuclear Generation is responsible for maintaining a quality assurance program for NSP's nuclear plants. This presidential directive was issued on January 6,1993 (attachment 1). In addition to assigning overall responsibility to the Vice President Nuclear Generation, this presidential directive directs all NSP organizations to comply with applicable provisions of the quality assurance program. A copy of the page containing section 4.2.2 of the OQAP is attached (attachment 2).

Northern States Power's (NSP) operating nuclear plants.

The program shall fulfill the requirements of Appendix B to 10CFR Part 50 by providing a system of managerial and administrative controls to be used to assure safe operation.

Program requirements shall apply to activities affecting the safety l

related functions of plant structures, systems and components.

The quality assurance program shall also be utilized to fulfill -

the applicable quality assurance requirements of 10CFR Part 71 (Packaging and Transportation of Radioactive Material);

applicable nuclear plant fire protection quality assurance i

requirements contained in pertinent NRC rules and regulations; i

requirements related to radiological emergency response planning and preparedness; and to the extent practical -- to non-safety related activities which are deemed to have significant effect on plant operating reliability or safety of personnel.

Provisions of the quality assurance program shall emphasize the primary management responsibility of the shift supervisor for safe operation of the plant under all conditions and shall claarly establish shift supervisor command duties.

Attachment I to NSP - NRC letter 9/30/93 Mr. D D Antony, Vice President Nuclear Generation, is designated with overall authority and responsibility for radiological emergency planning and preparedness; and NSP's emergency response to a radiological emergency.

NSP organizations shall report to the Vice President Nuclear Generation in this capacity and shall allocate necessary resources in support of these functions.

.- Operational Quality Assurance Plan Revision 17 4.2 General Description 1.

The Operational Quality Assurance Program has been established to govern the operational activities and the activities necessary to support operation of the company's nuclear plants operated under an NRC Operating License.

The Operational Quality Assurance Program is thus an overall integrated company-wide program which governs all safety related, fire protection related and 10CFR71 related activities as they pertain to operating nuclear plants.

2.

The Program has been initiated by the President &

Chief Operating Officer of the Company and the-President of NSP Generation issuing a single l 11 directive to the Vice President Nuclear Generation establishing him as being responsible for formulating and implementing an Operational Quality l 10 Assurance Program and identifying the program objectives.

3.

The Operational Quality Assurance Program shall utilize the following documents to meet the program objectives:

a.

Operational Quality Assurance Plan (Plan).

b.

Administrative Control Directives (Directives) at the Corporate and Site level.

c.

Administrative Work Instructions (Instructions) at the Corporate and Site i

level.

d.

Required Procedures (Procedr +> j at the Plant i
